Single Frames or Masks? Which would be better

Hi there,

I'm looking for some help on how to make the branches of my tree move as if the are being blown by the wind. I have enclosed a picture of my design to help you see clearer what I am tyring to achieve.

I know the basics of flash and I think this could be achieve by using single frames and creating them into a movie clip.. but is there an easier way. I understand there is a masking function on flash but Im not sure whether or not it would work for this?

Any help would be great.
