How to make Interactive Flash Maps

I want to know how to create Interactive Flash map.

Actually I want to make flash interactive maps for Societies Maps.

I use Microsoft Flash, and if your sole purpose is to make a interactive map, I would recommend using Microsoft Expression Blend-its hard to use, but it works very well. If you were doing a flash animation and wanted a map than I would recommend stopping it and playing it at a different point in the movie. Or if you have macromedia fireworks, to use that so you can scroll.

I am trying to create a cartoony map that the user would be able to view a graphic image that would show ads, but by clicking on a specific block it would transfer from the cartoony image to an exacting map (directory map) of the area where the user would be able to decide whether they wanted to view only bars, restaurants, Pizza restaurants, etc. On mouse-over their logo would be displayed and on the right side of the screen additional information. In the directory map the user would be able to scroll left/right or zoom in and out to make it easy to navigate and informative to use.ppt2swf (http://ppt2swfsdk.com/)
