I am currently a junior in high school (also taking classes at the local college to get ahead) and want to have a career in some sort of computer based designing, but I can't choose. The two I'm mainly considering are web design and graphic design.

There are many designers out there who really know their stuff when it comes to print design, layout and brochure Pantone Matching System (PMS). But not all designers are good web designers. Web design is a completely different medium, where paper (screen resolution) changes to all viewers, the colors are not additional costs, the fonts are limited to a handful of select, and additional photos can mean losing customers. Web site design is a fine line between having a beautiful design and a sophisticated design that nobody will, because it loads too slowly or can not be indexed by search engines. There are many tricks that Web developers use to overcome these obstacles and still have a nice layout. But many of these hidden graphic designers, because they do not know the programming that goes behind the scenes. All they know is how to pull up a picture, cut it in Photoshop, and dispose of the Internet.

Graphic Design would focus on how to design graphically pleasing layouts. You would learn about color theory, typefaces, the relationship between design elements when placed on a page and just generally how to make things, either printed or displayed in another way, look appealing.
Web Design would require many of the skills of a good graphic designer but also, you'd need to learn how to write web pages. You'd probably start by learning HTML (hyper text mark up language) which is the scripting language web pages are made up of. You'd move on to current and updated languages like XML and cascading style sheets.
